关于开放2021/2022学年中国政府奖学金生和国际中文教师奖学金生校外住宿货币化补贴申请的通知

根据中国政府奖学金和国际中文教师奖学金资助机构的相关文件精神，中国政府奖学金生和国际中文教师奖学金生（资助范围涵盖住宿费者）如放弃校内免费住宿资格，申请校外住宿，可获得相应的住宿货币化补贴。我校现向此部分学生开放校外住宿货币化补贴申请，具体事宜如下：

一、住宿规定

享受中国政府奖学金/国际中文教师奖学金的国际学生（资助范围涵盖住宿费）

1、在校内住宿的，免交住宿费；

2、放弃校内住宿资格，自行安排校外住宿的，可向学校申请货币化补贴。

注：汉办师资处资助的“南亚师资班”奖学金项目奖学金生不可申请校外住宿货币化补贴。

二、受理时间与流程

受理时间：2021/2022年秋季学期：2021年10月27日-11月3日；2021年12月27日-31日

*注：第二学期确认时间待通知。

本学年采取网上申请，学生登录学工系统平台填写申请信息，由学院和学生处审核发放后学生进行领取确认。

三、申请步骤

1. 登录学工系统平台https://xmuxg.xmu.edu.cn/app/347，进入应用“奖学金外住补贴申请-秋季”，填写相关信息。操作指南可以登录系统获取。

2. 在受理时间内将以下文件上传至系统，请确保上传的文件或者图片内容清晰完整，否则将被退回重新提交。

材料列表：

□A.中国政府奖学金生/国际中文教师奖学金生校外住宿承诺书（认真阅读并勾选）

□B.租房合同复印件（租期至少半年）

□C.暂住证复印件（携带护照、文件B前往租房当地派出所取得）

3. 公寓办进行校内住宿情况审核；

4. 学院辅导员审核；

5. 学生处审核并填写发放时间和金额；

6. 学生确认补贴领取情况；

四、新学期确认

外住学生需在2021/2022学年春季学期受理时间内确认租房信息方可领取春季学期的补贴,具体详见届时通知。

五、发放补贴

1.发放期间

2021/2022学年的货币补贴有效期间为2021年9月至2022年8月，2021年应届毕业生货币补贴有效期间为2021年9月至2022年7月。

学生按照要求提交完整材料后，我处将在受理材料次月以学期为单位（秋季学期期间为2021年9月至2022年2月，春季学期期间为2022年3月至2022年7月/8月）向学生发放货币化补贴。住宿货币化补贴按学生实际外住的月份发放。外住时间以思明校区蔡清洁楼/翔安校区公寓办登记的退宿日期为准，1日-14日退宿的发放当月整月货币化补贴，15日-24日退宿的发放当月半个月货币化补贴，25日后（含25日）退宿的当月货币化补贴不发。

六、其他

学生若想重新申请校内免费住宿，需在外住学年结束前向学校公寓办公室提出申请。公寓办将根据房源情况决定是否安排入住。学生在重新搬入学校宿舍后需保证半年内不再搬出。

2021/2022 AY Off-Campus Accommodation Subsidy Application Notice

for Chinese Government Scholarship and International Chinese Language Teachers Scholarship Students

According to relevant regulations issued by the Ministry of Finance, Ministry of Education and Hanban, students on Chinese Government Scholarship and International Chinese Language Teachers Scholarship Students programs (accommodation fees covered) can enjoy off-campus accommodation subsidy if they move off campus. The application details for 2021/2022 AY are as follows:

I. Accommodation Rules

CSC and CIS students (accommodation covered by the scholarship) can

1. Either enjoy free accommodation on campus;

2. Or forfeit the free accommodation place on campus, move out and apply for off-campus accommodation subsidy.

Note: The South Asian Teachers Program under Confucius Institute Scholarship is excluded from the off-campus subsidy policy.

II. Application Time and Place

Application Time for fall semester:

Oct. 27~Nov. 3,2021; Dec. 27~Dec. 31,2021 (NOT including weekends and holidays. Application submitted at other times will not be processed).

*****The time for confirmation for the spring semester will be announced next semester .

Application procedures:

Students should apply online and will get the subsidy after the approval of college and Student Affairs Office. Students are required to confirm the receipt of the subsidy online after the issuance of the subsidy.

III. Application Procedures for Off-Campus Accommodation Subsidy

1. Log in https://xmuxg.xmu.edu.cn/app/347 and enter the application system. The application manual can be gained after logging in the system.

2. Upload required documents within the processing period. Please make sure your documents are complete and clear, otherwise the application will be rejected.

A..2021/2022AY Letter of Commitment for Off-campus Accommodation for Chinese Government Scholarship and International Chinese Language Teachers Scholarship Students, affirm the commitment to forfeit the free on-campus accommodation within the academic year in question and to register their residences and abide by relevant laws and regulations during their stay outside the campus (read the commitment letter carefully and sign on the application system)

IV. Confirmation for new semester:

Scholarship students who applied for off-campus subsidy should confirm their off-campus residence information within application time of the spring semester of 2021/2022 AY. Otherwise, the subsidies for the spring semester will be withheld. Please see the notices then.

V. Subsidy Delivery

1.Delivery Period:

The validity of 2021/2022 AY off-campus subsidy lasts from Sept. 2021 to Aug. 2022.

**The validity of 2021/2022 AY off-campus subsidy for 2022 graduating students lasts from Sept. 2021 to July. 2022.

After students complete the above procedures and submit all required documents, the subsidies for each semester (fall semester lasts from Sept. 2021 till Feb. 2022 and spring semester Mar. 2022 till July/Aug. 2022) will be delivered next month. The subsidies shall be given according to the actual months for off-campus accommodation. The starting date for off-campus accommodation should be the check-out date registered at Caiqingjie Building (Siming Campus)/Housing Office (Xiang’an Campus). Students who check out between 1^st and 14^th will be given subsidies for the whole month in question, those who check out between 15^th and 24^th will be given half of the subsidies for the month in question and those who check out after 25^th (including 25^th) will not be given subsidies for the month in question.

VI. Miscellaneous

If students intend to reapply for free on-campus accommodation for next academic year, application should be filed to the Housing Office before the end of the academic year in question. The Housing Office will process the move-in application according to the availabilities of rooms on campus. Students should not move out again within 6 months of moving-in.
